Cogs are used, mostly untouched aside from the 2 middle cogs (17/19), look at the pics, blow them up. Action Tec made these for Shimano HG in the early/mid 1990''s used for 7 or 8 speed. Machined from 6Al-4V Titanium plate Made to have a swept back pointy tooth design.

Cogs 24 21 19 17 15. No other cogs so if you have an actiontec cassette that needs some replacements here you go.
